I don't have anything to add about disciplinary issues, but this is
the type of scenario that can cause major problems for a newer
teacher's reputation in your district. This guy is dating someone
basically the same age as, and who went to school with, students in
his class. I think you would be well within your right to
essentially advise this person that this behavior is unwise, and to
be prepared for any backlash regarding negative community perceptions
and the power of gossip.
