Due to issues concerning equality and discrimination, laws about
documentation of job seekers are pretty well-defined and would
prevent what "One possibility" described.
If they are using a computerized system such as AppliTrack or EdJoin
there are definitely records of who has applied and what their
qualifications were, whether or not those people were selected for
interviews. There are also federal laws (CFR) regarding retention of
records for applicants, regardless of whether they are using an
internet-based system or not.
In response to the original question, they may have been looking for
future hires. There are also circumstances in which a person can get
an emergency waiver on the condition that they are working towards
the appropriate certification by a certain date. If there were a
lack of qualified candidates for this type of position, that could
have been their line of thinking.
