how would it be described or viewed?

It sounds like bullying to me.

If you are in a Union, they do not like, nor appreciate
members telling tales to administrators (despite what you may
think, as this woman has said, and by your own testimony)
administrators are not your friends, and they can be
manipulated into doing what makes life easy for them, rather
than what's ultimately best for the employees and students.

I would start with the Union, if you have one.

In any event I would journal and document who is at meetings,
what is said and when. If you end up with a grievance or in
some sort of HR kerfuffle dates, names and quotes make more of
a case than "this one time", or "once", or "I think".

Good luck, however this plays out you'll need it.
