    In the spring, as a part of newsletter:

    Something like:

    We have a plan in place when we make class lists, and we try
    to balance....

    We will not take requests for or against a specific teacher -
    but if you feel there is something you would like us to know
    about your child and/or their learning style please fill out
    the class placement form (make it somewhat lengthy and a pain
    to fill, to avoid hundreds of them coming in) which is due - -
    -

    We can not consider imput after the due date of these forms,
    and class assignments will not be changed once lists are
    posted.
