    Deciding what modifications a student "gets" is not up to the
    sped director. If the kid has an IEP that's an IEP team
    decision.
    Parents may not like to hear no - many, (too many?) school
    districts don't want to say yes if they think they can get away
    with saying no. More informed parents simply won't, and don't
    have to, take "no" as an answer.

    SPED directors are funding gate keepers.
