    Well it's nice to see that there is 'some' common sense on this
    particular topic.

    I've reprimanded other people's unruly children in a public place when
    their behavior was disruptive. My wife has a literal cow when I do this
    she's always telling me I can't correct someone else's child. I tell her
    yes I can and continue to do so. I don't recall ever having to speak to
    the same child twice. I don't threaten them (so yes I do agree with most
    that the OP was way over the top in word choice). I do recall once
    getting up in a fairly nice resturant we like and patronize quite
    frequently, and going to the parents of a kid that was running (very
    literally RUNNING) in between tables and asking them to please control
    their child. The dad started to get huffy but the mom was mortified and
    jemped on HER kid with both feet - problem solved. Rowdy public behavior
    by any child, in most situations, is unacceptable. If the parents can't
    or won't control the brat you bet I'll say something to the kid and the
    parent(s). Mrs. Bob/VA, by the way, works in the public school system of
    our fair city so her view of what is PC when speaking to other peoples
    off-spring doesn't always mesh with mine.
