    Most schools do have a policy for reducing their teaching
    force. In my state it is called a RIF policy (Reduction In
    Force). This is not the same as firing. Normally it is based
    on years in the system, certifications, and other
    responsibilities. It's hard, but it is a normal part of
    teaching and does not reflect on a teacher's ability. Schools
    must be responsible to their taxpayers.

    What I find strange in your story is that these teachers are
    being replaced. That is not the same as a RIF. In my state,
    that can only happen when a district closes and consolidates
    with another district. It is rarely employed due to really bad
    PR. Case in point: New Rockford, ND experienced a student
    strike when it consolidated with neighboring Sheyenne. In
    several cases, teachers from both districts lost their jobs
    and teachers from outside the systems were hired.

    This really is the only case I know of where this sort of
    thing can happen. If your district is laying off teachers and
    replacing them, I'd suggest digging a little deeper. There is
    something missing in this story.
