    Need more info - in what way has the new AP "wreaked havoc"?
    How are the relatives of the principal and secretary treated
    differently? And Jan2 asked a very important question: how
    are the students doing?
    I'm certain that HR, the supt. and the school board are
    already aware of how many people are leaving, and at least
    the principal if not higher-level administrators are aware
    of how the new AP is doing. Not knowing what the new AP has
    done that teachers don't like, I can't say whether
    the "higher ups" would find a way to change it (giving her a
    directive to do something differently or moving her to a
    different position), stay out of it, or give her their full
    support; the appropriate response could be any of those
    things.
    Did some of those 18 teachers retire? Were some non-renewed?
    Did they leave because they were unwilling to accept a
    particular change? etc. There are a lot of details missing
    from your post. So, yes, without more info it's a red flag,
    but one that could mean a great many different things
    depending on the details.
