    I do not agree with your principal.
    As I understand RtI, it is designed to help students with
    LEARNING issues only! You don't use RtI to diagnose visual,
    hearing, physical or behavioral disabilities. Furthermore, in
    my school (in Illinois) it's not the administrator's job to
    decide if a child is referred for testing. It's a TEAM decision.
    Finally, you (and the school) are responsible for the safety
    of all the children in your classroom. Special ed. or not,
    that child cannot be allowed to continue to assault other
    children. Period.
