    I recommend that you ask this question more locally - someone
    in your community maybe. I say this because, basically, I
    have no idea what your question even means (nominate for
    what...? by whom...?), and because of that I'm guessing that
    it's a process that is specific to your state or even your
    individual district. An answer posted to a chatboard may not
    apply to your situation, but a local community-based answer
    should.
