    There is nothing wrong with your principal's response. S/he
    may or may not have been consulted about the policy and may
    or may not have had any input whatsoever in its creation.
    Truly, if it is a Board policy the principal is correct in
    stating that it is beyond his/her control.

    When you think about it, what other response could the
    principal have made?

    What would you have said?
