When you say "intervene", what in the world do you think YOU
can do about it? Seriously, if everything you said in you most
recent response is true, administrators MUST be aware of this -
- they are condoning the teacher of record being paid for a full
time job and teaching less than half time.

So ... what is it that you think you can do about it?
